How are libraries, open spaces, Sherriff and other public services funded? Entities are funded partly through the collection of property taxes and property taxes are calculated using mill levies. A County serves as the collecting agent for other local government entities.
The Mill Levy Certification Application was created in 2019 to automate the data entry of mill levies by local governments, replacing a manual method of paper collection and spreadsheets. The automated process provides and online secure system for data entry, certification, and delivery of the values to the Assessor’s Office.
The Douglas County Information Technology won the 2020 Colorado Government Association of Information Technology (CGAIT) Excellence Award for “Successful change management and user adoption” with the Mill Levy Certification Application.

Through the use of mill levies and property values, the County Assessor calculates property taxes and the Treasurer collects the taxes for distribution to local entities. What happens when the two offices use different, non-integrated solutions? Manual processes intervene.
The Tax Roll Data Processing Application eliminates the manual, time-consuming complexities of collecting and processing tax roll data which is used to create Property Tax collection statements. In 2020, the new application reduced the processing and tax statement creation by 11 days.
How does the Assessor's office values your house and other property? The Douglas County Assessor's office increased transparency into the data collected and provided in online for property owners. In 2017, a new, reactive application was launched and provides owners with details about their property such as sales history, valuation history, or characteristics which are used to determine the property value.
